Brazil Launches AD Sunset Review Investigation on China Round Welded Austenitic Stainless Pipes
On July 25, 2024, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil (Ministério do Desenvolvimento, Indústria, Comércio e Serviços/Secretaria de Comércio Exterior) issued Announcement No. 34 of 2024, stating that at the request of Brazilian company Aperam Inox Tubos Brasil Ltda., the second anti-dumping sunset review investigation was launched on round welded austenitic stainless pipes (Portuguese: de aço inoxidável austenítico, dos graus 304 e 316, de seção circular) originating from China.
The outer diameter of the products involved is 6 mm or 1/4 inch (inclusive) to 2032 mm or 80 inches (inclusive), the thickness is 0.40 mm (inclusive) to 12.70 mm (inclusive), and the Mercosur tariff number is 7306.40.00 and 7306.90.20. The dumping investigation period of this case is from October 2022 to September 2023, and the injury investigation period is from October 2018 to September 2023.
During the investigation of the case, the current anti-dumping duties will remain in effect. It is expected that the final ruling of the sunset review will be made within 10 months from the date of filing the case, and can be extended for up to 2 months. The announcement will take effect from the date of publication.
On March 7, 2012, Brazil initiated an anti-dumping investigation on round welded austenitic stainless pipes originating in mainland China and Taiwan. On July 27, 2018, Brazil initiated the first anti-dumping sunset review investigation on circular welded austenitic stainless steel pipes originating in mainland China and Taiwan.
On July 25, 2019, Brazil made the first final ruling of the anti-dumping sunset review on round welded austenitic stainless pipes originating in mainland China and Taiwan: 1. Continue to impose anti-dumping duties on the products involved in the case from mainland China for 5 years; 2. Terminate the investigation on the products involved in the case from Taiwan, and do not recommend further extension of the anti-dumping duties on imports from Taiwan (except for Yc Inox Co, Ltd.).
