India decides to impose anti-dumping duties on China stainless steel seamless pipes
On December 20, 2022, the Revenue Department of the Ministry of Finance of India issued circular No. 31/2022-Customs (ADD), claiming to accept the requirements of the Ministry of Commerce and Industry of India on September 23, 2022, for imported or imported products from China with a diameter of less than or equal to 6 inches.
Stainless Steel Seamless Tubes (Stainless-steel Seamless Tubes & Pipes) made an affirmative final anti-dumping recommendation, and decided to impose anti-dumping duties on the products involved in China for a period of 5 years, with a tax amount of 0-3801 US dollars / metric ton, of which the following 4 companies Enterprises are not taxed: Zhejiang Jiuli Hi-Tech Metals Co., Ltd., Huadi Steel Group Co., Ltd., Jiangsu Wujin Stainless Co., Ltd. (Jiangsu Wujin Stainless Steel Pipe Group Co., Ltd.), Qingshan Steel Pipe Co., Ltd. (Zhejiang Tsingshan Steel Pipe Co., Ltd.).
The products in question are manufactured, whether by hot extrusion or hot piercing, and whether sold as hot or cold worked pipe, including defective, non-Class 1 or Class 2 products, having a nominal diameter not exceeding 6 inches or Stainless steel seamless steel pipes in other equivalent units of measurement, involving products under Indian customs code 7304.
On September 10, 2021, the Ministry of Commerce and Industry of India issued an announcement stating that in response to applications submitted by Indian companies Chandan Steel Limited, Tubacex Prakash India Private Limited, and Welspun Specialty Solutions Limited, steel pipes originating in or imported from China with a diameter of 6 inches or less Anti-dumping investigation initiated for stainless steel seamless pipes. On September 23, 2022, the Indian Ministry of Commerce and Industry made an affirmative final ruling on the case.
