Turkey made the first anti-dumping sunset review final ruling on China’s seamless pipe
On July 9, 2022, the Turkish Ministry of Trade issued Announcement No. 2022/19, making the first anti-dumping sunset review on seamless steel pipes (Turkish: demir (dökme demir hariç)ve çelikten dikişsiz çekme borular) originating in China Affirmative final ruling, decided to continue to levy anti-dumping duties on Chinese producers/exporters, among them, Daye Xinyegang Special Tube Co., Ltd., Hubei Xinyegang Co., Ltd. (Hubei Xinyegang Special Tube Co., Ltd.) Xinyegang Steel Co., Ltd.), Shandong Haixinda Petroleum Machinery Co., Ltd., Shandong Huitong Industrial Co., Ltd.,
Jiangsu Chang bao Steel Pipe Co., Ltd. (Jiangsu Chang bao Steel Tube Co., Ltd.), Liaocheng Ritong Steel Co., Ltd., Shandong Zhongzheng Steel Pipe Manufacturing Co., Ltd. ) and Tianjin TianGang Special Petroleum Pipe Manufacture Co., Ltd. are subject to an anti-dumping duty of USD 55/ton, and other Chinese producers/exporters are subject to an anti-dumping duty of USD 75/ton.
The measures will take effect from the date of the announcement and will be valid for 5 years. The case involves Turkish tax numbers 7304.19.10.00.11, 7304.19.10.00.12, 7304.31.20.10.00, 7304.31.20.90.00, 7304.31.80.10.00, 7304.31.80.90.00, 7304.39.82.10.490, 7304.39.82.10.490 .00、7304.51.10.00.00、7304.51.81.10.00、7304.51.81.90.00、7304.51.89.10.00 and products under 7304.90.00.90.00, but excluding cast iron steel pipes.
On May 15, 2015, Turkey launched an anti-dumping investigation on seamless steel pipes originating in China. On August 4, 2016, Turkey made an affirmative final ruling on the case and began to levy anti-dumping duties on Chinese products involved in the case. Among them, the tax for responding enterprises is US$100/ton, and the tax for other enterprises is US$120/ton. On July 30, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/40 to initiate the first anti-dumping sunset review investigation on Chinese seamless steel pipes at the request of Turkish producers.
